5 In China, the Action Plan for Air Pollution Prevention and Control issued in 2013 resulted in considerable reduction in ambient PM 2.5 and gaseous pollutants such as sulfur dioxide (SO 2 ) and nitrogen dioxide (NO 2 ); however, O 3 pollution has presented an increasing trend. 6 , 7 One reason for the difficulty in mitigating O 3 pollution is that lower tropospheric O 3 is mainly generated through photochemical reactions of its precursors, nitrogen oxide (NO x = NO 2 + NO) and volatile organic compounds (VOCs), instead of through direct emissions. 8 Therefore, O 3 pollution is controlled by NO x or VOC levels, depending on which precursor is the limiting reagent in the atmosphere.
