According to the simulation results, when the conditions C1 + C2 + J - P2 - P3 - S1 + T < 0, C3 + C4 - F - L - S2 + S3 - T < 0, and C5 - J - M – S4 < 0 are satisfied, the probability of strategy selection by the local government, community, and civil environmental protection organizations shows an increasing trend.
