Although there has been a decreasing trend in the average number of citations per item since the mid-1990 s, it is difficult to draw firm conclusions on the relevance of this finding; it may be explained by the sharp increase in the number of outputs in the intervening years, or indeed by the time-lag associated with citation analysis which results in an inherent bias towards older publications.
