Because the statistical significance of individual patterns and sequences is assessed based on the overall number of their occurrences in the whole data set, they may be significant despite being rare; all that matters for them to be detected as being non-random is that they occur significantly more often in the original data than in the surrogate data, irrespective of other criteria like their particular time of occurrence or their complexity.
