In addition, previous studies of the impact of decentralisation on health workers ( 8 ) and the 2010 WHO recommendations on retention of rural health workers ( 4 ) did not systematically explore how decentralisation influences the retention of health workers in rural communities – even though there is an increasing trend toward adopting decentralisation reforms of health system governance among low- and middle-income countries (LMICs) ( 8 ).
