Although studies of data reported by states to the US Department of Transportation appear to show a decreasing trend in licensing rates among teen-agers (Sivak and Schoettle 2012a ), those data have been shown to contain substantial errors and thus are unusable for monitoring trends (Insurance Institute for Highway Safety 2006 ).
