Even if its use is to be subject to further (as of yet not clear) restrictions, its potential for use may be extremely significant for similar reasons to that of ‘legitimate interests’ (i.e.; given the potential amount of data that many entities have) and also the potential flexibility of the concept of ‘scientific research’ under the GDPR.
