All policies, except for restrictions on gatherings and international travel controls, are measured on an ordinal scale with categories reflecting “no restriction,” “recommended restriction,” and “required restriction.” Because there was likely to be significant variation at sub-national levels within the “recommended restriction” category, we opted to dichotomize these indicators into “no restrictions/recommended restrictions” versus “required restrictions” to capture the “maximum effort” association of these NPIs, similar to other studies [ 6 ].
