First, our study at the state level focuses on a single case, Karnataka, which is a tobacco-producing state, and there may be significant variation in terms of political regime, economic growth models, the vibrancy of civil societies and overall tobacco landscape; hence, we caution adapting the findings for other multisectoral policies and in other contexts.
