Internationally, there was a significant trend towards de‐institutionalisation over the 1970s–1990s, including trialling and scaling‐up models of specialised community‐based, non‐hospital support for people with learning disabilities, such as the intermediate care programme in the USA, the Trieste model in Italy and the Andover model in the UK, as well as the development of small group homes in Nordic countries (Mansell, 2006 ).
