While I do not fully understand the data that they have provided on GitHub, I had a brief look at it and I am concerned that there may be significant differences between the two animals, specifically that most of the significant neurons may be coming from one animal.

The difference in the profile of the p-values is different between the monkeys and while this in itself may not be significant, it did make me notice that the authors do not report any per-monkey statistics beyond the behavior.
As evidenced by the eigenvector time series of PC1, the neural ensemble encoded a delay-discounted reward value (pointing toward –18°) in a stable manner for approximately 2 s after the presentation of the instruction cue and then rotated progressively toward a nominally significant pattern (pointing toward 44°) in which activity increased with longer delays to reward.
