However, the fact that the vast majority (>76%) of MH policy and plan documents have been approved or updated since 2005 and the majority (51%) of legislative documents since 2001, and that a clear trend was found for a decrease in the rate of mental hospital beds in all income groups of countries and five of six WHO regions between 2005 and 2011, suggests a positive policy impact of Atlas data generated since 2001.
