By comparing the three nucleotide states (GMPCPP, GDP, and GTPγS) of MTs with and without bound EB3, there is a clear trend that, at least at the high concentrations used in the cryo-EM studies, EB3 introduces an additional left-handed lattice twist to whatever MT lattice it binds (even for 14-PF MTs).
